With growing evidence of harm to physical and mental health caused by continuous pulsed em radiation from ‘smart’ electricity meters, Lynne Wycherley asks: have we underestimated risks to heart function and the nervous system? It is striking that the American Academy of Environmental Medicine (AAEM) called for a moratorium on smart meters (2012) and continues to veto them today.

Based on their literature reviews and clinical experience, they advised no smart meters should be located in or next to the homes of those with cardiac or neurological conditions, including Parkinson’s or dementia; or electrosensitivity; or cancer.

Their board wrote to California’s Public Utilities Commission: “guidelines for RF exposure used to justify installation of ‘smart meters’ are based only on thermal effects and are obsolete” – guidelines now under heavy fire from the 224-scientist appeal to the UN (see Part 1).

Consent is legally required for installation of any surveillance device and any device that will collect and transmit private and personal data to undisclosed and unauthorised parties for undisclosed and unauthorised purposes. This consent is hereby withdrawn. Authorisation for sharing of personal and private information may only be given by the originator and subject of that information. That authorisation is hereby withdrawn and refused with regard to the advised property.

‘Smart’ Meters violate many of my human rights, such as those laid out by the European Convention on Human Rights under Article 1 of the First Protocol, Article 2 (right to life), Article 3 (prohibition of torture/degrading treatment), Article 5 (right to liberty and security), Article 8 (right to respect for private and family life) and Article 12 – (right to marry and to found a family).

‘Smart’ Meters cause endangerment to residents through many factors and my reasons for denying consent for installation include:
1. Wireless ‘Smart’ Meters, when activated, emit intense, pulsed bursts of non-ionising, RF microwave radiation. More than 5,000 studies have shown that non-ionising microwave radiation/RF EMF is harmful to humans, animals and plants.
2. On 31st May 2011, the World Health Organisation’s International Agency for Research on Cancer (IARC) categorised RF EMFs as a possible CARCINOGEN (Class 2b) – the same as lead, DDT, chloroform & methylmercury.
3. On 6th May 2011, the Council of Europe issued a report titled “Potential dangers of EMFs and their effect on the environment” in which they called for an IMMEDIATE reduction in exposure to EMFs by children. The Council advocates a precautionary principle be applied to wireless emissions to prevent public health disaster akin to “tobacco, leaded petrol and asbestos”. ‘Smart’ Meters will increase – not decrease – the EMF exposure to members of a household and their neighbours.
4. As demonstrated by Daniel Hirsch, Senior Nuclear Policy Lecturer at UCSC, ‘Smart’ Meters can expose the body to 160x to 800x times as much microwave radiation as mobile phones. ‘Smart’ Meters can emit intense pulses of radiation in excess of 190,000 times every day.
5. Human, animal and cell culture studies indicate long-term systemic health effects from RF microwave radiation, including hormone disruption, DNA damage, leakage of blood-brain- barrier, sperm count reduction & damage, sleep disorders, learning difficulties, attention deficit & hyperactivity disorders, dementia and cancer including leukemia and brain glioma (tumours). There is concern that pregnant women & children are particularly vulnerable.
6. The ICNIRP safety standards which the UK Government and HPA continue to use, fail to recognise the non-thermal, biological effects of microwave radiation. These standards were voted obsolete by the European Parliament, 522 to 16 votes – yet still remain in use in the UK.
7. As highlighted by Dr. David Carpenter (Director of the Institute of Health and Environment – University of Albany – and former head of the New York Department of Public Health), there is evidence that exposure to RF radiation increases the risk of cancer, increases damage to the nervous system, causes electro-sensitivity, has adverse reproductive effects and a variety of other effects on different organ systems. He has stated on record that there is “no justification for the statement that ‘Smart’ Meters have no adverse health effects”.
8. European surveys have shown at least 1 in 20 people are moderately or severely sensitive to RF EMF radiation, experiencing a broad range of debilitating symptoms. The number of sufferers is rising rapidly. This is problematic and in some cases life-changing for sufferers, and will place further pressure on the National Health Service as well as impacting business productivity.
9. In January 2011, the American Association of Environmental Medicine (AAEM) has called for the complete removal of ‘Smart’ Meters and a return to safe analogue due to scientific and medical studies repeatedly showing health risks from exposure to microwaves emitted from wireless devices.
10. In March 2012, Dr Andrew Goldsworthy’s research warned that Water ‘Smart’ Meters, via their strong RF microwave emissions, can severely reduce water quality, leading to increased toxicity of poisons present in the body. 11. ‘Smart’ Meters monitor household activity and occupancy in violation of my rights to privacy and domestic security.
12. ‘Smart” Meters identify individual electrical devices inside the home and record when they are operated causing invasion of privacy.
13. They transmit wireless signals which may be intercepted by unauthorised and unknown parties. Those signals can be used to monitor behavior and occupancy and they can be used by criminals to aid criminal activity against the occupants.
14. Data about occupant’s daily habits and activities are collected, recorded and stored in permanent databases which are accessed by parties not authorized or invited to know and share that private data by those whose activities were recorded.
15. Those with access to the ‘Smart’ Meter databases can review a permanent history of household activities complete with calendar and time-of-day metrics to gain a highly invasive and detailed view of the lives of the occupants.
16. Those databases may be shared with, or fall into the hands of criminals, blackmailers, corrupt law enforcement, private hackers of wireless transmissions, power company employees, and other unidentified parties who may act against the interests of the occupants under metered surveillance.
17. It may be possible with analysis of certain ‘Smart’ Meter data for unauthorized and distant parties to determine medical conditions, sexual activities, and physical locations of persons within the home, vacancy patterns and personal information and habits of the occupants.
18. Energy/utility companies and Government agencies do not have the lawful right to monitor, manage and control my utility usage. Profiling and monitoring of my energy and utility usage is a gross invasion of privacy and will be susceptible to misuse in the wrong hands.
19. A one year study in Toronto, Canada, showed the energy/utility bills have gone up in 80% of cases, many by more than 50%.
20. The UK Government has said ‘Smart’ Meters will cost more than £11billion for estimated savings of just £25 per home/year – and that saving will only possible if customers have at least two ‘Smart’ Meters and succeed in changing their own behaviour to create the savings. Not only will there be a need for this £11billion to be clawed back, in part, through my energy/utility bills, but many new ‘Smart’ Meters only have a 10 year lifespan before requiring replacement – which is a shorter lifespan than current analogue meters. They will potentially require more regular servicing too.
21. Wireless transmissions of my personal energy usage, with information about the devices I use, when I use them and what I am doing with them at any given moment, will be available to your organisation and any potential hackers.
22. Smart meters can be hacked, have been hacked and will continue to be hacked. By deploying millions of ‘Smart’ Meters with the same software, firmware and hardware, they become a highly-concentrated, strategic target for any malicious hackers and will endanger the community if an attacker, for example, can switch the power on and off from remote en masse. This makes ‘Smart’ Meters dangerous and a liability to the bill-payers who would have to ultimately pay for any damage through higher bills. The FBI has warned that ‘Smart’ Meters hacking real and is “likely to spread”.
23. Ethical hackers in Germany have shown how easy it is to unlawfully access data from ‘Smart’ Meters and to remotely control them. This is a risk to me, my family and our entire energy grid. Former CIA Director James Woolsey has called ‘Smart’ Grid a “really, really stupid idea”.
24. In a wireless ‘Smart’ Grid, my entire home will become a node on the Internet. This means my home and device usage will suddenly become available to hackers, who can use the data to analyse when certain people are at home, e.g. young children.
25. In the US, this data has been sold by energy companies to 3rd parties, e.g. police, corporate marketing departments and insurance companies. ‘Smart’ Meters represent pieces of invasive surveillance equipment within my home. I may have nothing to hide but I believe that I have the right to defend my privacy and my right to decide how I use my utilities which you provide to me as a service.
26. Smart’ Meters will make it far easier to disconnect customers remotely – a particular concern in light of the hacking threats, especially to ‘Smart’ Water Meters.
27. In North America, ‘Smart’ Meters have been shown to explode, cause fires, and can interfere with sensitive electrical devices such as heart pacemakers.
28. Smart meters are not protected from EMP attacks, large EMP or localized EMP (Electro Magnetic Pulses).
29. Disabling the receiver will not prevent other forms of “hacks”. For example, a malicious attacker could confuse the internal CPU, reset it, change random memory locations, change the KWH reading, force a power disconnect, or completely disable a ‘Smart’ Meter with a simple coil of wire and a small battery. This can’t happen with a mechanical meter. It is well known that a wide EMP can take out car computers; ‘Smart’ Meters will make that possible on the city wide electric infrastructure.
30. A thief or burglar could use the same EMP or hacking methods to turn off the house power even if the electrical switch box is locked.
31. Scientists have widely refuted claims that ‘Smart’ Meters are ‘green’. There is a significant (and growing) body of work showing ‘Smart’ Meters actually harm nature and our environment.
32. ‘Smart’ Meters, in tandem with In-Home-Display units, are likely to consume far more energy than the old analogue meters do.
33. The Council of Europe’s May 2011 report on RF microwave radiation indicated that hundreds of studies have identified significant impacts of sustained RF microwave radiation on our natural environment, including: stress reactions and genetic problems in plants, trees, animals and insects, problems in migratory animals like birds and bees, birth defects in calves and fertility problems in herds.
34. Tree deaths, plant die-offs and bee colony collapse disorder cases have also been reported shortly after Smart Meter installation/activation in the United States.

I am exercising my lawful right to forbid, refuse and deny consent for the installation and use of any monitoring, eavesdropping, and surveillance devices on my property, my place of residence and my place of occupancy. That applies to and includes ‘Smart’ Meters and surveillance and activity monitoring devices of any and all kinds. Be advised that since one is already installed, I request that it is removed by xxxxxxxx and replaced with an analogue meter by xxxxxx at xxxx.

Once the ‘Smart’ Meter is removed, any further attempts to install any such device directed at me, other occupants, my property or residence will constitute trespass, stalking, wiretapping and unlawful surveillance and endangerment of health and safety, all prohibited and punishable by law through criminal and civil complaints.

All persons, government agencies and private organisations responsible for installing or continuing to operate monitoring devices directed at or recording my activities, which I have not specifically authorised in writing, will be fully liable for any violations, intrusions, harm or negative consequences caused or made possible by those devices.

This is legal notice. Since a ‘Smart’ Meter has already been installed, I request that it is removed by xxxxxxxxxxxxx, by which time the liabilities listed above may not be denied or avoided by parties named and implied in this notice. Civil Servant immunities and protections do not apply to the installation of ‘Smart’ Meters due to the criminal violations they represent.

The EMF Safety Network  this year reported fires, explosions and burned-out appliances due to ‘Smart’ Meter installations in Australia, Canada and the US.

But with the fact that the UK’s 53mn electricity and gas meters are usually located indoors rather than on exterior walls, the risks with fires here are far more serious.

They also enable hackers to be able to find out when a home is empty and what appliances they have, making theft easier. Also enabling them to switch devices off and on which is a danger.

So I refuse on safety grounds

Another study out of the Amsterdam University of Applied Sciences has identified some other serious problems with smart meters – mainly that many of them overcharge customers.

More than half of the smart meters tested as part of an experiment were found to be riddled with computational and energy use errors. In some cases, false readings clocked in as high as 582 percent beyond actual usage. Right behind this were meters that had false readings of 581, 566, and 475 percent higher than the amount of energy that was actually used.

In theory, such figures could lead to some customers being charged as much as six times more than they should be for electricity usage – meaning massive profits for the utility companies pushing these things.Smart meters enable the company to monitor consumers daily lives and have access to private and personal behaviour which could be sold onto third parties for commercial gain.

So I refuse on extortion grounds

Evidence is UNDENIABLE: Smart meters cause massive changes to the heart

An expert in smart meter microwave transmission power has published new research showing that, contrary to the official government narrative, the radiation emitted from smart meters directly interferes with normal heart function.

To come to this conclusion, Warren Woodward connected himself to an EKG monitor while lying near an Elster smart meter, which was connected to a high-frequency analyzer that measures microwave frequencies.

As it alternated between normal readings of 00.1 and 00.2, a monitor display showed that Woodward’s heart patterns were normal and symmetrical. But during times when it spiked to 139.3 – this being the time when the smart meter initiated data transmissions – Woodward’s EKG pattern changed dramatically in response.

In other words, when the smart meter was not sending high amounts of power, Woodward’s EKG readings were normal and natural. But when it kicked into higher output mode, the changes were “massive.”

Brief periods of alteration to normal heart rhythm aren’t much to worry about. But when these irregularities are ongoing, the heart can end up working too hard, resulting in fatigued cardiac function.

Dr. Gilberto Leon, a holistic medicine doctor from Chandler, Arizona, warns about this. He says that changes to the heart caused by smart meters are anything but symptomless or “silent,” and that major damage can take place without people even realizing it.

The constant bombardment of microwave radiation from smart meters represents “an unnatural sequence of events that we’re not programmed to respond to,” he says. Long-term exposure to smart meters, he says, can be extremely damaging to normal myocardial function.

Many of the smart meters attached to people’s homes are much stronger than the one that Woodward tested

Keep in mind that the Elster smart meter that Woodward tested only transmits at about one-quarter of a watt. Other brands like Landis and Gyr Focus, for instance, transmit closer to one watt – or nearly three times the output of the Elster brand.

This suggests that these other smart meters are perhaps even more damaging to heart function than the Elster – with potentially far worse health consequences, especially in people with pre-existing health conditions.

Woodward is also a generally healthy man who has no pre-existing heart conditions. The symptoms he suffered, in other words, were entirely the result of exposure to the Elster smart meter.

So we can see how Important it is for Govt and Industry to implement Smart meters as a necessity to implement the Smart grid/city  roll out.

The benefits of Smart meters are being addressed in the above document as:

1.9 Taking into account the quantifiable costs and benefits to Great Britain from the roll-out of smart metering, a dual fuel household could on average see bill savings of £25 per annum by 2020, rising to £40 by 2030.   • Smart meters will for the first time put consumers in control of their energy use, helping them to adopt energy efficiency measures that can help save money.

  • Smart meters will provide accurate energy consumption information bringing an end to estimated billing.

£20 Billion costs to end estimated bills? 

The roll-out of smart meters will play an important role in Britain’s transition to a low-carbon economy and help us meet some of the long-term challenges we face in ensuring an affordable, secure and sustainable energy supply.

Smart meters  will facilitate the Smart Grid, which in turn  will involve massive amounts of electricity, so far from helping to sustain the energy supply, it will be helping to drain it in the near future. What will be the consequences of a limited energy supply? Electricity Quotas, so in pushing for the roll out of Smart meters, to enable a Smart City/grid,the Govt and Industry will be adding to the draining of our energy.

Having Smart meters  will allow them to remotely cut off anyone who has fulfilled their quota or even switch of whole neighbourhoods who have fulfilled their area quotas. Hmm… this is not looking like such a good idea after all, is it?

1.7 For energy suppliers, access to more accurate data, accompanied by improved industry-wide data management systems, will release efficiency savings that should flow through to consumers who will receive a better service at reduced cost.

Hardly a better service If we have to endure Electricity black outs and Quotas!

So far, we have seen that they will not save money as they will  pass on the vast costs to the consumer, when enough people have them installed, obviously! Let us be honest, they are not going to hit the public with higher prices in the midst of trying to roll out this scam, now are they!?

They do not save energy at all, they facilitate the draining of the energy supply in the future, with massive amounts of energy needed to operate data centres, creating possible energy blackouts and quotas.

And they are not required to allow us to keep a check on our consumption as there are already devices on the market that are cheap and can fulfil that task.

What about Health Risks?

6.10 Smart meters use radio waves to allow remote readings to be taken from gas and electricity meters. Radio waves are very common in the environment and are used in radio and television broadcasts, wireless computer networks, pagers, radar, cordless and mobile phones. Smart meters are covered by UK and EU product safety legislation, which requires manufacturers to ensure that any product placed on the market is safe. Manufacturers comply with the legislation by assessing and, if necessary, testing equipment according to agreed EU standards. The standards follow guidelines drawn up by the independent International Commission on Non-Ionizing Radiation Protection (ICNIRP).

There are thousands of peer reviewed studies that show the dangers of radio waves, many of which can be found on this  website.The guidelines by the ICNIRP were first set back in the 80,s (before the roll out of existing technology)rejecting any studies that shown the dangers on Non Ionizing Radiation, not surprising when the man who was responsible, Dr Rapocholi, was a known Industry insider. 

No surprise either that the threshold between the two groups of radiation was decided amongst physicists and engineers with no input from the medical profession.

Despite the enormous body of evidence and proof that exists showing the damage from NIR, Govts and Industry  refuse to accept the evidence.

70% of tests carried out by Non Industry studies have shown ‘adverse  affects’  from NIR whilst Industry led studies have shown the exact opposite  with 70% claiming ‘No adverse affects’.

It does not take a genius to work out -which group would stand to lose financially?  Which group had no financial involvements?  Who should we trust? 

There are no safe levels and our exposure is 20,000 times greater than it was in the 80,s.

Cordless phones, Wi-fi and Smart meters operate on the 2.4GHz frequency which is the frequency that water molecules vibrate on their axis and of course our bodies are 70% water. 

According to studies, 3% of the population are severely sensitive to EMF, 35% are moderately sensitive and 80% are suffering health problems which has been magnified greatly with the introduction of Smart meters.

Smart meters produce 500 to 8000 times more radiation than a mobile phone and they are on constantly.

What about Security?

The lack of security in the smart utilities raises the prospect of a single line of malicious code cutting power to a home or even causing a catastrophic overload leading to exploding meters or house fires, according to Netanel Rubin, co-founder of the security firm Vaultra.

If a hacker took control of a smart meter they would be able to know “exactly when and how much electricity you’re using”.  An attacker could also see whether a home had any expensive electronics.

“He can do billing fraud, setting your bill to whatever he likes … The scary thing is if you think about the power they have over your electricity. He will have power over all of your smart devices connected to the electricity. This will have more severe consequences: imagine you woke up to find you’d been robbed by a burglar who didn’t have to break in“But even if you don’t have smart devices, you are still at risk. An attacker who controls the meter also controls the meter’s software, allowing him to cause it to literally explode.”

What about Safety?

In some smaller houses, ‘Smart’ Meters will be located in very close proximity to where people spend a lot of their time – including areas where they sleep. 

The EMF Safety Network  this year reported fires, explosions and burned-out appliances due to ‘Smart’ Meter installations in Australia, Canada and the US.

But with the fact that the UK’s 53mn electricity and gas meters are usually located indoors rather than on exterior walls, the risks with fires here are far more serious.

So despite the fact that they are health risks, fire risks, security risks and have the potential to facilitate the draining of the  the energy supply, whilst costing the consumer excessive  financial costs, the Govt is still trying to force the public to accept them, so much so that they have resorted to ridiculously pathetic media stories.

It is no surprise that the South Wales Evening Post resorted to these features in order to push the ‘Smart Agenda’. They were one of the six areas given a Government grant to push the Smart City/5G Agenda.

To claim that the public are ‘ drawn to bad news’ and that this is the reason why some are wary of smart meters, which they claim are fears that are  unfounded, is pure psychological propaganda. To then go on to produce a competition/questioner with the pushing of this technology and a £500 prize for the winner, is beyond pathetic.

It should be noted that despite the amount of harassment or propaganda that Govts with the aid of the media, are willing to go to, or the underhand levels they are willing to sink to, in order to get this Smart-Control-Surveillance grid off the ground, it is NOT compulsory!

Only by refusing Smart meters can we halt the rolling out  of dangerous, unhealthy and costly technologies which include AI, VR and 5G, technologies  that do not favour us in the short or long term.

Refuse Smart meters, put an end to this madness.

Analog electrical meters sometimes transmit to the utility, just as a digital smart meter.  Many people with these meters are unaware that they have a transmitter on their house, as these meters look like regular analog meters.

These “stealth meters” have been in use for well over a decade.  New analog meters are probably no longer installed, but it is possible to upgrade some models by installing a transmitter.

There are meters available which transmit by wireless or by PLC, which both can cause health problems.

These meters are also available without transmitters.  Having a meter of these models does not mean it has a transmitter.

How to identify a transmitter

The transmitter can sometimes be seen as a circuit board mounted inside the electrical meter, if looking very closely.  A purely mechanical meter does not have any electronic circuits inside.

Look closely at all labels on the front, the sides and the bottom of the meter.  Especially at the bottom.  These labels can help identify what sort of transmitter is inside, if any.

All wireless meters must display a label with an FCC ID number.  This identifies the type of transmitter, not the individual meter.  See the end of this document on how to look up what the FCC ID number means.

If there is a label stating that the meter complies with FCC regulations, but no FCC ID, there is probably no wireless transmitter inside.

PLC transmitters are not considered wireless (even though they radiate).  A PLC meter does not have an FCC ID, except when it also has a wireless transmitter (this author is not aware of any dual-transmitter analog meters).

The labels can provide other clues about hidden transmitters.  Any mention of “ERT” will mean a wireless transmitter.  Other keywords, such as “LAN”, “AMR”, and “Network” mean either PLC or wireless.

Look for labels identifying a vendor.  Meters with a Turtle PLC transmitter usually have a little turtle logo.

How it works

An electromechanical (analog) electrical meter has a rotor inside, which spins as electricity passes through the meter.  The rotor turns gears, which count the revolutions and turn the dials. This basic system has been used to measure electrical usage for about a century.

Some meters have a slot to insert a little circuit board with a transmitter.  The circuit measures the electricity by counting the turns of the rotor, which is often done optically with a little white dot on the spindle.  The circuit board then transmits back to the utility using wireless or PLC.

Are they smart meters?

The definition of a smart meter is usually that it has two-way communication.  Some of the stealth meters have such two-way communication, using TWACS or Turtle TS2.

Many stealth meters use simpler one-way communication, which has various names, such as ERT, AMR, “bubble-up”, “wake up” and Turtle TS1.

The health issues are essentially the same for all these technologies.

Smart Meters: Countdown to a National Crisis of Illness and Death

Electric utility companies are in the process of installing smart meters at all of their customer locations, which are making thousands of their customers sick. These meters emit microwave radiation in the 900+ megahertz frequency band, which is known to cause weakness, fatigue, sleep disturbances, heart palpitations, ringing in the ears, pain, and immune system disruption. These smart meters broadcast intense bursts of microwave radiation through the air many times per minute, 24-hours a day. [1, 2, 3, 4]

Smart meters also add high frequency electromagnetic radiation in the kilohertz frequency band to the electrical wiring of every building where they are attached. This electromagnetic radiation is also harmful. It turns the electric wiring in buildings into giant antennas that fill the interior spaces with radiation frequencies that are known to alter human biological functioning. These same frequencies are used in medical research to block the activity of nerves. [5]

The nationwide installation of smart meters is like a time bomb ticking, because the harmful effects are cumulative — it can take 5 or 10 years of exposure to evoke a life-threatening illness.

At some point, it will not be thousands who suffer from electromagnetic radiation sickness, but there will be an explosion of illness. There will be millions of people who are experiencing chronic disability and fatal illness from exposure that spanned many decades. [6]
